Fireweed Zinc Completes Oversubscribed IPO and Announces Listing on the TSX Venture Exchange

VANCOUVER, British Columbia, May 29, 2017 (GLOBE NEWSWIRE) — FIREWEED ZINC LTD. (“Fireweed” or the “Company”) is pleased to announce that it has completed its initial public offering (“IPO”) of a total of 8,050,000 common shares, at a price of $0.50 per share (the “Issue Price”), for aggregate gross proceeds of $4,025,000.  The TSX Venture Exchange (the “TSXV”) has accepted the Company’s listing application as of May 29, 2017 (the “Listing Date”) and the Company’s common shares (the “Shares”) are expected to commence trading on the TSXV on or about May 31, 2017 under the trading symbol “FWZ”.
Haywood Securities Inc. (“Haywood”) acted as exclusive agent in respect of the IPO.  The IPO consisted of the issuance of 7,000,000 common shares at the Issue Price under the base offering, as well as the exercise in full of Haywood’s over-allotment option to sell up to an additional 1,050,000 common shares at the Issue Price.  
The net proceeds of the IPO will primarily be used to fund the acquisition of and exploration expenditures on the Tom and Jason claims in Yukon, Canada which the Company has under option from Hudbay Minerals Inc. (“Hudbay”), as well as the evaluation and possible acquisition of other zinc projects, and for general working capital requirements.
As a result of the closing of the IPO, the Company now has 17,753,970 common shares issued and outstanding, of which 7,860,000 Shares are subject to a three year escrow restriction to be released as to 10% on the Listing Date with an additional 15% released every six months over a 36 month period.  An additional 1,560,000 Shares are subject to resale restrictions under the TSXV seed share resale matrix, to be released as to 20% on the Listing Date with an additional 20% released every month thereafter over a four month period. The Company also has reserved 1,380,000 Shares for issuance at $0.50 per Share under the Company’s stock option plan, as well as 4,000,000 performance shares issuable to certain directors and officers upon achieving certain milestones.  Additional Shares equal to 15% of the number of then issued and outstanding Shares of the Company on a fully diluted basis will be issuable to Hudbay upon the date the Company exercises its property option to acquire 100% of the Tom and Jason claims. The Shares issued to Hudbay will be subject to a four month hold period, and will be subject to a three year escrow restriction, to be released retroactive from the Listing Date.

Er hér um að ræða kaup félagsins á eigin hlutum í samræmi við endurkaupaáætlun félagsins sem var hrint í framkvæmd 27. mars 2017, sbr. tilkynningu til Kauphallar þann 24. mars 2017.
Reitir hafa nú keypt samtals 4.287.296 hluti í félaginu sem samsvarar 28,58% af þeim eigin hlutum sem að hámarki verða keyptir samkvæmt núgildandi áætlun. Kaupverð hinna keyptu hluta nemur samtals 449.627.426 krónum sem samsvarar 29,98% af þeirri fjárhæð sem að hámarki verður keypt fyrir. Reitir eiga nú samtals 4.287.296 hluti, eða 0,59% af heildarhlutafé félagsins.
Samkvæmt endurkaupaáætluninni verða að hámarki keyptir 15.000.000 hlutir og fjárhæð endurkaupanna verður aldrei hærri en 1.500 milljónir króna. Framkvæmd endurkaupaáætlunar lýkur þegar öðru hvoru framangreindu hefur verið náð, eða á aðalfundardegi félagsins 2018. Endurkaupaáætlunin er framkvæmd í samræmi við hlutafélagalög nr. 2/1995 og viðauka við reglugerð nr. 630/2005.

在看了这样的解释后,我一些朋友感到“更心寒、更恐怖了”。然而事实是:AlphaGo并不懂“留面子”,只是它的程序在设计之初,追求的就是胜率而不是胜差,也就是说,不求赢得多,只求赢得稳。从AlphaGo的下法来看,它其实是相当保守的,因为它追求的是立于不败之地,而不是大开大阖地进攻,这意味着,它是在现有规则内计算最优化方法,很多下法也是对人类经验的基础上延伸,但它不会像人类那样打破规则或无中生有地创造——例如发明一种新的棋类游戏。
之所以那么多人对AI感到恐惧,当然不是因为它连胜人类棋手本身,而是因为此事所代表的象征意义:围棋被我们默认为是人类最复杂的棋类游戏,象征着人类智能的某种极限。当1997年“深蓝”在国际象棋比赛中击败人类之际,甚至当十多年后电脑又攻克中国象棋之后,人们仍然乐观地认为,围棋仍将是很多年内无法被攻克的堡垒,保留着人类的尊严。这次在人机配对赛中获胜的连笑在新闻发布会上承认:“去年我们不是敌视(AlphaGo),而是不知道它的厉害;之前看棋谱,还都觉得应该是李世石赢,但最后才发现它那么厉害。”这也许体现了一种在科技进步中时常出现的情形:人类没能料到人工智能会以指数级速度发展。
其实人类创造的工具在某一项能力方面超过人,这早已不是新鲜事——当然,这就是我们创造它们的目的。人的力气再大,也不可能超过举重机;跑得再快,也超不过汽车;如果数学计算代表着人类的智力,那我们早已输给了任何一部廉价的计算器。所有这些工具的发明,并没有成为人类的掘墓人,倒不如说是把人们从一些繁杂重复的工作中解放出来,使我们可以去从事更具创造性的工作。
AlphaGo之父Demis Hassabis在柯洁惜败之后曾表示:“这绝不是人和电脑之间的对抗,这是人用机器发现新的知识,就像哈勃望远镜,它能带来新的奥秘的发现。”在五名国手联手仍落败之后,AlphaGo团队负责人David Silver也说“今天的问题无关输赢”,他认为这只是为了把人工智能这一工具更好地用于探索各种可能,来服务于人类的福祉。
这并不只是安慰人的官方说辞,因为显而易见的是:投入那么多人力财力去发明这样一台机器,总不会是为了赢世界冠军,那对它没有任何意义。赢棋不是目的,而是手段——只是通过这样一种戏剧性的呈现方式,来让绝大部分对人工智能一无所知的普通人也意识到,原来它已发展到了如此强大的地步。
就此而言,这场人机对决倒不如说是一次大型公关活动,输赢确实不重要——就像1830年美国巴尔的摩举办的火车与赛马的速度比赛,虽然当时火车还跑不过人类骑手驾驭的奔马,但没关系,仅此就足以让人直观地感受到蒸汽机车的潜力,而它要跑得比马快也不过只是个技术升级的时间问题罢了。
对科技的威力感到敬畏,那是人之常情,也不失为一种激发自我潜力的驱动力;然而对之感到末日降临式的恐惧,则恐怕是科幻故事看多了。这或许是出自一种技术邪恶论(“科技的发展往往带来不可预知的灾难性后果”),或是来自一种可以理解的人类中心主义的忧虑(“人工智能会替代人类”),但如果仅仅看到“坏”的一面而去抑制乃至反对科技发展,这是否让我们显得像当年反对火车的人一样愚昧?两百年前,因为被机器夺走工作而愤怒砸毁机器的卢德主义者,早被看作是错误的乌托邦理念,那么如今的新卢德主义是否又在重蹈覆辙?

当然,一个不可避免的问题是:AI和火车是可以类比的挑战吗?跑不过火车不可怕,因为火车始终只是火车;但下棋下不过AI,那就是质的不同了。的确,如果把蒸汽机为代表的发明视为第一次机器革命,而当下的数字化技术和人工智能作为第二次机器革命,那么显然后者对人类的挑战更为深远得多。美国评论家Thomas Friedman在多年前就不无忧虑地说出了许多人的心声:“人类和受软件驱动的机器可能正在日益变成替代关系,而不是互补关系。”
然而,这恐怕不是真的,至少眼下不是。不妨做个简单的假定:如果现在人类消失了,那这些智能的机器能够自动进化并统治这个世界吗?这显然是不可能的。另一个常有的误区是,我们以为围棋代表了人类智慧的巅峰,因而电脑超越是很可怕的事,然而听起来吊诡的一件事是,正像机器人研究专家Hans Moravec所观察到的,“如果让计算机展示成人水平的智力测验或者玩跳棋是一件相对容易的事情,但当涉及知觉和机动性时,即使让计算机完成一岁幼儿的某些技能也是非常困难或者不可能的。”
这就是所谓莫拉维克悖论(Moravec paradox):“人工智能和机器人研究领域与传统重要发现不同:高层次的推理几乎不需要计算,但低层次的感觉运动技能则需要大量的计算。”这就是说,对我们人来说难的问题,对人工智能而言很容易,但对人容易的问题对它却很难。这样说来,如果电脑击败了围棋九段,我们不必惊讶,倒是如果它炒菜胜过了一名普通厨师,我们才应该吃惊它是怎么做到的。
每一次新工具、新机器的发明,在给一部分人造成挑战的同时,最终都变成了社会更进一步发展的驱动力,因为正是有了这种挑战,才使得不断进步成为可能。如果说第一次机器革命的发明大多是人类手臂的延伸,那么当下的智能技术则意味着大脑的延伸和强化;以前它们在力量、速度等方面做得比我们更好,今后,也许它们会在下棋乃至写作、绘画方面都超过人类。
随着科技的发展,超智能机器的出现是不可避免的,一些大胆的预测者甚至早就猜想过这样一个未来。曾获诺贝尔经济学奖的Herbert Simon在1965年就说:“在20年之内,机器将能够做人类所做的所有工作。”他的预言也许只是错在这个时间点上。许多人可能会被技术进步替代下来,然而也正是这样,人类可以获得更充裕的财富和空闲时间去做更有创造性的事,科幻小说家Arthur C. Clarke曾说,“未来的目标是完全失业,那时我们就能够发挥作用了”,他这么说并不是在讽刺。
没有必要去恐慌这样一个未来。我们也许将变得越来越离不开机器,《奇点临近》一书甚至预测“在21世纪行将结束的时候,人类智能中的非生物部分将无限超越人类智能本身”,然而那也意味着我们能借助前所未有的强大工具来探索更多可能。人工智能的发展也将使我们更清楚地意识到“人之所以为人”的那些东西——要电脑模拟人类的理性、计算是容易的,但正如神经专家安东尼·贝尔曾说的,人类的大脑之所以是难以理解、更难以充分模拟其功能,主要问题就在于,大脑设计具有自组织、无秩序、不规则的特性。
我们要必须不断发展并改善电子教学的框架,设计相应的课堂内容,配合适当的教学软件。
正是这些特质,使得人区别于按逻辑运算的机器,也有着有时难以解释的创造力。简言之,人本身就是一个混沌、复杂、无序的现象。据说毕加索曾嘲笑计算是“无用的”,因为“它们只会给你提供答案”。对人类而言,也许越来越重要的是去提出问题,而可以把解答交给电脑。

作者供图:比赛现场对人工智能而言最难的,也许就是那些对人而言很重要、却不属于理性算计的东西,诸如爱情、情绪、价值观。AlphaGo之所以那么下棋,只是因为它的主要目的在程序上就被设定为是获胜,但如果把它优先级修改为“赢更多子”,那它就会呈现出完全不同的下法。更重要的是,在棋盘上,每颗子毕竟是等值的,但在人类社会中,却不能说一个人的价值不如两个人,因而就可以牺牲前者。据说人工智能研究的先驱Marvin Minsky和发明文字处理及鼠标的Douglas Engelbart 1950年代曾在麻省理工学院相遇,前者宣称:“我们要给机器赋予智慧,让他们有自我意识!”后者则问:“你要给机器做那么多好事?那你打算给人类做点什么呢?”
的确,这是永恒的问题。“人机对决”的设定似乎强化了某种错误的对立意识,仿佛是机器在挑战人类,但事实上,不如说他们是某种可借鉴的方法。就像电影《点球成金》里表明的那样,一个完全不懂棒球的数学天才,通过技术统计后重新编排队伍,就能奇迹般地提升胜率。AlphaGo当然远远先进得多,但本质上也是优化和概率的数学计算,以及在此基础上进化出来的深度学习能力。就目前的发展态势来看,在未来几年之内,人工智能将可望获得长足的进步,会在社会生活的诸多领域提供更加便利、高效的服务,其运用也许很快就跟网络一样无处不在——它能做的,何止是下棋而已。本来研发它的目的也是为了更好地解决人所面临的问题和需求,否则它恐怕都不“知道”自己所要解决的问题是什么吧。
国内媒体这次在报道人机对战时,本身对这一事件的意义也有误解和失焦。由于赛事是中国围棋协会和浙江省体育局主办的,媒体派到现场的大多是体育记者,似乎只有澎湃新闻等少数几家将之视为科技新闻,但就它的意义来说,这确实不是一场体育比赛,因为下棋仅仅是人工智能较能引起戏剧性关注的一个应用领域;而许多报道中渲染的那种的“恐怖”和“失败主义”情绪,更使得比赛似乎变成了人类失败的象征,却忽视了最重要的地方:它所开辟的全新可能。我们没有必要不去利用人工智能带来的新机会,就像我们也不必为了坚持心算而不使用计算器来增强我们的运算能力。
在这一点上,柯洁还是比许多人更豁达,他在战败后赞叹了人工智能的未来,并说“如果AI真能造福人类的话,我们的尊严根本算不上什么”。确实,我们应该把目光从“围棋”上挪开,也不要本能地看作是“人类的失败”,却忘了胜利的一方同样是人类,只不过是人类创造出来的科技。此刻与其恐惧那个阴郁的未来,不如现在就去创造和把握一个更好的未来,学会如何与新的人工智能共存,要比简单地恐惧和抵制它更可取。如果担心科技的发展脱离了人的控制后反制人类,那么这也正可以成为反思的起点,提醒我们重视人文的重要性,毕竟,科学太重要了,以至于不能仅仅交给科学家们来处理。

浙江疾控中心声明共享单车传艾滋病系谣言 警方介入

据“网信浙江”微信公众号5月25日推送消息:5月24日,针对近日网络上出现的“省疾控中心实习人员发布艾滋病相关信息”的消息,浙江省疾控中心在官网做了严正声明。
内容如下:
1、经核实,在我中心实习的相关实习生均未发表过相关言论或网帖。我中心按照有关法律法规严格进行艾滋病疫情信息管理,由专人负责。
2、目前我省各地艾滋病仍处低流行水平,报告疫情总体平稳,无异常波动。截至目前,浙江省未发生过因共享单车造成艾滋病针刺感染的事件。
疾控专家指出:艾滋病经过血液、性途径和母婴三条途径进行传播。艾滋病病毒在感染者体内可以存活很长时间,但在体外的存活能力并不强,温度、湿度的变化等都会影响到病毒活性。带血的针头即使含有艾滋病病毒,针头内携带的艾滋病病毒含量非常少,而且针头内的血液会在非常短的时间内凝固,在干燥的环境下艾滋病病毒在数分钟内就会失去活性。

长江经济带改革开放新标杆:走进湖北自贸区

4月1日,我国7个自由贸易试验区统一挂牌,它们将为全面深化改革和扩大开放探索新途径、积累新经验。地处中部的湖北自贸区,涵盖武汉、襄阳、宜昌三个片区近120平方公里,要在“中部崛起”战略和长江经济带建设中发挥示范作用,成为改革开放的“新标杆”。
经济转型“试验田”
“真正决定湖北未来经济发展路径的,是具有市场竞争力、具有高技术含量和高品质的产品、产业。获批自贸区后,湖北有更大空间推进产业升级,做强实体经济。”武汉大学教授邹薇说。
围绕产业转型升级,湖北选择武汉、襄阳、宜昌三个片区开展改革试验。其中,武汉片区重点发展新一代信息技术、生命健康、智能制造等战略性新兴产业和国际商贸、金融服务等现代服务业;襄阳片区重点发展高端装备制造、新能源汽车、大数据、云计算等产业;宜昌片区重点发展先进制造、生物医药、电子信息等高新产业及研发设计等现代服务业。
华中科技大学教授张建华认为,自贸区将通过自由贸易、投资便利化推动产业发展。未来,湖北把科教优势转化为产业优势,是自贸区建设的重要内容。
“湖北自贸区总体方案中有169项改革试验任务。我们将有序推进落实自贸区试验任务,确保各项任务措施尽快落地生根、开花结果。”湖北省商务厅厅长邱丽新表示。

对内改革“急先锋”
湖北自贸区挂牌当天的发布会强调了湖北六个方面的改革任务,即加快政府职能转变、深化投资领域改革、推动贸易转型升级、深化金融开放创新、推动创新驱动发展、促进产业转型升级。

“自贸试验区建设的核心任务是制度创新。湖北自贸区建设,不是做减免优惠的政策洼地,而是要做改革创新的制度高地。”东湖高新区党工委书记胡立山说。
作为全程参与湖北自贸区方案的设计者之一,华中科技大学教授陈波表示,上海自贸区几乎所有对外公布的经验都是可以复制的,湖北不仅要学习上海,还要在做好政府职能转变、监管制度创新、营造良好市场氛围等制度性工作上进行更多探索创新。
清明小长假后第一天,半月谈记者在东湖高新区公共服务中心看到,二楼的武汉自贸片区13个行政服务窗口,已开始办理业务。东湖高新区政务服务局副局长夏华强介绍,该窗口可办理35个服务事项,其中商事登记、海关和外国专家局的相关事项,都是首次在东湖高新区接受办理。
类似改革越来越多。依托自贸区的建设,武汉片区深化行政审批与服务改革,加快政府职能转变,将充分行使湖北省依法下放给自贸试验区的经济社会管理权限,实施探索市场准入负面清单制度、“证照分离”“多证合一”等改革事项。
对外开放“新高地”
“未来,企业在自贸区内对进口原辅料进行加工,可以享受关外待遇。”谈起自贸区给企业带来哪些实在的好处,宜昌人福药业有限责任公司副总裁于群不假思索地说。据介绍,自贸区省去入关药品注册、征税返税等环节,加工后可直接出口。
4月5日,武汉片区挂牌首个工作日,东湖高新区政务服务中心共受理各类企业登记注册业务350件,150家企业完成注册审批。半月谈记者在现场观察到,前来办理企业登记注册业务的,约两成是从事进出口业务。
同时,在武汉片区内的特殊监管区域,都将实施“一线放开”“二线安全高效管住”的通关监管服务模式,鼓励企业参与“自主保税、自助通关、自助审放、重点稽核”等监管制度创新试点。
为了积极扩大对外开放,加快构建开放型经济体系,武汉片区挂牌仪式结束后,东湖高新区就发布了《武汉东湖新技术开发区关于推动国际化发展的实施意见》,内容包括设立10亿元国际化发展专项资金、打造全球一流国际合作服务平台等。
此外,湖北自贸区的发展,将更多地支持本地企业开展多种形式的对外直接投资,完善对外投资合作相关政策促进、服务保障和风险防控体系,推动企业加强国际产能和装备制造合作,融入“一带一路”建设。(半月谈记者 陈俊)
